The Council’s 50,000 ft2 facility has three functions: private meetings, research and publication. It is spread out among four adjacent townhouses, and the challenge was to create standards that could be applied within the eccentric spaces of early 20th-century residences. Over a four-year period, the master plan was implemented through a series of interior design projects: conversion of the penthouse to offices for junior research fellows; new and remodeled offices for the Departments of Meetings, Accounting, and Publishing; and reorganization of the Mailroom and back-office support areas.
